Looks good to me, as far as it goes. Possible addition:

Rename Rule 2143 (Official Reports and Duties) to "Reports and Duties",
and amend it by replacing this text:

[Maybe keep all petitions as "SHALL respond". Besides Hats, what other
  non-officer duties are currently defined?]
